Huairou, September the 4th 1995

APPEAL to Mr. BOUTROS BOUTROS-GHALI, Secretary General of
the United Nations, and to the Delegations of the State
Members of the UN

We, progressive, democratic and militant NGO women,
participating in the Forum of the 4th World Conference on
Women in Beijing August 30 - September 8, 1995, in Huairou,

- considering the 1945 UN Charter,
- considering the 1979 Convention on the Elimination of All Forms of
Discrimination Against Women (CEDAW),
- considering the 1993 UN Declaration for the Elimination of Violences
against Women,
- considering the Declarations and Platforms of Action of the UN World
Conferences on Women in Mexico (1975), Copenhagen (1980), Nairobi (1985),
and of the UN World Conferences on Environment and Development (Rio, 1992),
on Human Rights (Vienna, 1993), on Population and Development (Cairo, 1994)
and the Social Summit in Copenhagen 1995,

        Note with concern :

- a massive presence of religious organizations of all
obediences including fundamentalist ones (Muslim, Catholic,
pro-life groups...) whose missions and actions oppose
women's human rights guaranteed by the UN texts themselves;

- a significant presence of official NGOs endorsing State
policies and therefore lobbying in the reversed direction,

        Denounce :

- on the very space that women have historically created
(NGO Forum, Nairobi 1985), the presence and behaviour of
these organizations which hinder and sabotage the work and
exchanges (interrupting workshops, seizing material, ...)
among women whose active solidarity is vital to move their
rights forward,

        Demand :

- the UN to take measures so that the NGOs' work be
respected - and the accreditation criteria to comply with
the UN concepts and texts so that the NGOs' progressive
function in favour of women's rights be fully exerted.
